莫拉克颱風造成山區村落交通中斷形同孤島，未撤離達27村共1萬1355人，若繼續每天空中運補，耗時耗力，各災區政府應盡速勸導民眾暫時撤離。 據各受災縣市統計，到昨日為止，包括高雄縣、嘉義縣、台東縣，仍有27個村落，計1萬1355人受困，不願意配合撤離作業。中央災害應變中心中午仍進行勸 離。
